6. How can online services and tools, such as Web 2.0, better promote the creativity of users, content production and delivery of services?

7. As the modernization of the web can be helpful for public services so they are easily accessible to all citizens of the European Union?

8. How ICT can improve the quality of life, freeing the archives of cultural heritage, bringing on-line and putting ICT at the center of people's lives?

9. How the EU can increase its weight on the international scene in the web world and the global information society?
