The new Digital Administration Code allows the modernization of Public Administration with the diffusion of technological and organizational solutions that allow a strong recovery in productivity. Among them:
- Up to 80% reduction of time for administrative procedures;
- Cost savings of justice within six months of the testing of telematic notifications relating to civil proceedings at the Court of Milan were 100,000 notifications made telematics save about 1 million;
- Reduction of about 1 million pages per year for the opening of the dematerialization effect, with the goal of reducing by 2012 to 3 million pages;
- Savings of 90% of the cost of paper and its ecological impact (use and disposal) for about 6 million per year (only buy without disposal);
- Widespread use of Certified Mail (PEC), which will produce a savings of 200 million scheme to reduce the recommended Public Administration and citizens, not to mention the reduction of time and storage space.
Once you have completed the approval process, the decree will launch a process that will be within the next 3 years (consistent with the Plan and then-Gov 2012) new administration, digital and cutting red tape:
- Within 3 months the government will use only certified Mail (PEC) for all communications that require a receipt of delivery to persons who have previously declared their address;
- Within 4 months the government will identify a single office responsible for the ICT;
- Within 6 months, the central government will publish calls for applications on their corporate websites;
- Within 12 months will be issued the technical rules that will give full force and especially the hard copies of documents to digital computer, thus giving full effect to the process of dematerialisation of documents of the PA. The government can not require the use of forms and forms that have been published on their corporate websites. The city will provide once their data to the Government: it is your responsibility of governments in possession of such data to ensure, through conventions, accessibility of information to other government applicants;
- Within 15 months the government will prepare appropriate contingency plans to ensure appropriate, in case of disaster, continuity of operations to provide essential services and return to normal operation.
